annonce de la délégation Palestinienne pour la 105e session de la Conférence internationale du Travail

Monsieur le Président,

Notre Communauté - qui compte les 21 organisations syndicales du Canton et République de Genève, soit 38794 affilié-e-s - se trouve en rapport avec des responsables syndicaux des territoires placés sous votre administration, lesquels font partie de la Fédération générale des syndicats indépendants (GFIU), soit la plus grande fédération de syndicats indépendants dans la Cisjordanie occupée et à Gaza.

Cette collaboration découle de quelques-uns des entretiens qu’il nous fut donné de partager en novembre 2015 avec notamment Majed Bamya (ministère des Affaires étrangères), Fadwa Barghouthi (avocate), Xavier Abu Eid (Negotiations Support Unit), Hind Khoury (Kairos Palestine), Jamal Juma (Palestine New Trade Unions).

C’est ce dernier qui nous a convaincus de prêter notre meilleur concours aux organisations syndicales qui se sont constituées pour défendre les intérêts des travailleurs et travailleuses palestiniens, ce que nous entendons faire de manière non partisane.

La CGAS, en tant que membre, a sollicité l’Union syndicale suisse pour une intervention visant à satisfaire un processus d’intégration dans les instances internationales du mouvement ouvrier palestinien. Ainsi nous avons déjà obtenu que la Confédération syndicale internationale réactive sa structure sous-régionale arabe (ATUC) pour accélérer le processus de consultation local en faveur de l’adhésion de la GFIU.

Par ailleurs nous sommes attentifs au fait que certaines lois concernant le travail devraient être promulguées par décret présidentiel, et nous sommes certains qu’un renforcement de la représentativité des organisations de travailleurs - dans le cadre du tripartisme - serait de nature à améliorer les conditions de vie des plus démunis. De plus, la reconnaissance de la responsabilité des représentant-e-s qu’ils ont désignés améliorera le « moteur » économique dans la région : une augmentation et une répartition plus équitable des richesses qui y sont produites ne pourra qu’être avantageuse à son gouvernement.

Le Rapport du Directeur général du BIT 2015 « La situation des travailleurs des territoires arabes occupés » indique que l’adoption d’une nouvelle loi unifiée sur les syndicats revêt un caractère d’urgence - car la situation concernant la liberté syndicale reste incertaine - et des cas de harcèlement à l’égard de syndicalistes ont été signalés. 

Pour démontrer à cette institution que la situation progresse, nous pensons qu’il serait judicieux que la prochaine délégation des travailleurs palestiniens comprenne des conseillers techniques de toutes leurs grandes organisations.

Nous avons conforté la GFIU dans son intention de vous proposer dans les meilleurs délais un homme et un femme issus de ses rangs, et nous vous demandons de bien vouloir donner votre agrément de manière à ce que ces personnes puissent se rendre à Genève fin mai 2016 avec toutes les autres qui représenteront soit votre gouvernement, soit les principales organisations d’employeurs et de travailleurs au sein de la 105e session de la Conférence internationale du Travail.

Mister President,

Our Community - which has 21 trade unions in the Canton and Republic of Geneva, is affiliated es 38794 - is related to union officials of territories under your administration, which are part of the General Federation of Independent Trade Unions (GFIU) or the largest federation of independent trade unions in the occupied West Bank and Gaza.
This collaboration stems from some of the interviews he gave us was to share in November 2015 including Majed Bamya (Foreign Ministry), Fadwa Barghouthi (Lawyer), Xavier Abu Eid (Negotiations Support Unit), Hind Khoury (Kairos Palestine), Jamal Juma (New Palestine Trade Unions).
It is the latter that convinced us to give our best support to trade unions which were formed to defend the interests of Palestinian workers, what we intend to do a non-partisan manner.

The CGAS, as a member, asked the Swiss Trade Union for an intervention to meet an integration process in international fora of the Palestinian labor movement. Thus we have already obtained the reactive International Trade Union Confederation its Arab subregional structure (ATUC) to accelerate the local consultation process for the accession of GFIU.
Furthermore we are mindful that some labor laws should be enacted by presidential decree, and we are certain that strengthening the representativeness of workers’ organizations - as part of tripartism - would be likely to improve the conditions of lives of the poor. In addition, recognition of the responsibility of e-s-representative which they have appointed improve the "engine" in the economic region : increased and more equitable distribution of wealth produced there will only benefit his government.

The Director-General of the ILO Report 2015 "The situation of workers of the occupied Arab territories" indicates that the adoption of a new unified law on trade unions as a matter of urgency - because the situation concerning freedom of association remains uncertain - and cases of harassment of trade unionists have been reported.
To demonstrate this institution as the situation progresses, we think it would be appropriate that the next delegation of Palestinian workers include technical advisors from all their major organizations.

We have strengthened the GFIU in its intention to propose as soon as possible a man and a woman from their ranks, and we ask you to kindly your approval so that these people can go to Geneva in late May 2016 with all the others who will represent either your government or the main employers ’and workers’ organizations in the 105th session of the international Labour Conference.
